Position Title: Program Manager, U.S. Programs

Location: Fully Remote within the United States (occasional travel as needed)

Reports to: Regional Director, U.S.

Position Summary

About Over Zero: Over Zero, a project of the Hopewell Fund, was founded to reduce, prevent, and create long-term societal resilience to political and identity-based violence and other forms of group-targeted harm. We focus on the role of communication in either fueling or counteracting this type of violence and we equip leaders from diverse sectors with tools for violence prevention and response. We collaborate with a wide range of academics, researchers, and practitioners globally. About the Position: This position will play a key role in ensuring the success of Over Zero’s growing portfolio of U.S. programs. The Program Manager will be responsible for general management of Over Zero’s U.S. programs and relevant client work, under the direction of the U.S. Regional Director. This involves program design, implementation, and department-wide program management more broadly. Specific responsibilities will include project planning and timeline management; contract and fiscal management; partnership development and management; evaluation and reporting; and program design and resource development.

This role is an excellent fit for someone who is energized by – and excellent at – building relationships with and working alongside diverse stakeholders to effect change. We are looking for someone who appreciates both the importance and urgency of building a “whole of society” approach to political violence prevention and the importance of the day-to-day “nitty gritty” of program management. The ideal candidate is a self-starter, a creative problem-solver, and someone who is motivated by both the small and big wins.

This is a full-time U.S.-based remote position with regular travel.

About Over Zero U.S. Programs: Over Zero’s U.S. work is focused on equipping leaders from different segments of society with tools, resources, and networks to effectively mitigate political and identity-based violence and their underlying dynamics. We do this through the design and implementation of our own programming, as well as through consulting and advising with partners and clients. Our original programming primarily operates on the state level, currently in Alabama and soon to launch in Arizona and Ohio. Our partner and client work varies but is typically focused by region and/or sector– ranging from grassroots organizers to faith leaders and veterans groups to peer civil society organizations. We are in the startup phase of a multi-year State Resilience Program (in partnership with Common Ground USA) that will bring together diverse leaders in Arizona and Ohio to build and strengthen violence prevention systems on the state level. The Program Manager will play a key role as we build this program and grow our U.S. programming, more broadly, through 2025 and beyond. We are at a critical growth point in our U.S. portfolio and are excited to bring in additional support.

Responsibilities and Tasks

Project Management

  1. Manage state-level programming, particularly as part of a new program on building state resilience, including:
  2. Work with the U.S. Regional Director to operationalize a cross-sector state resilience program bringing together a diverse cohort of leaders in multiple states and across states at the national level;
  3. Maintain files, documents, shared communications systems, and project management tracking;
  4. Act as point-of-contact and information relay for partner organizations, network members, consultants, and other external parties; and manage the creation and maintenance of external-facing collateral;
  5. Support the identification, recruitment, and onboarding for new state-specific staff for this project; and
  6. Provide technical assistance and advice to state partners.
  7. Responsible for all event planning within a portfolio of U.S. programs. This will involve working closely with the Operations Team for efficient and effective programming.

Contract & Fiscal Management

  1. Build rapport with contractors, monitor their work regularly, and provide updates on performance, activities, needs, and opportunities;
  2. Monitor and update programmatic budgets in conjunction with the Operations team; and
  3. Contribute to funding proposals and grant reports.

Program Evaluation & Reporting

  1. Work with the OZ research team to design and conduct evaluation across programs;
  2. Monitor and update impact tracking; and
  3. Distill and share program-related information in a clear and compelling manner.

Partnership Development & Management

  1. Represent Over Zero at local meetings and national conferences on election violence prevention;
  2. Serve as the primary liaison between Over Zero and programming partner organizations and clients; and
  3. Develop relationships and maintain regular contact with Over Zero team members to stay abreast of priority areas related to their work.

Training & Resource Development

  1. Identify curricular needs within target states and support curriculum building and delivery; and
  2. Provide assistance with copy editing; original writing; training outline development; PowerPoint creation; and training delivery.

Other duties that are broadly in line with the above key contributions as assigned.

Education, Experience, Knowledge, Skills, and Ability   

We are looking for a self-motivated individual who is passionate about building resilience to division and violence in the U.S., skilled at managing timelines (or communicating as they change), and detail oriented. The ideal candidate for this position will have or demonstrate the following:

  • A Bachelor’s Degree or equivalent experience;
  • A minimum of 5 years of relevant experience, including:
  • A minimum of three years of program management and leadership experience;
  • A minimum of three years managing multi-partner programs;
  • Experience managing multiple independent projects;
  • Experience working with a range of individuals in nonprofit organizations, government, foundations, and private sectors;
  • Experience supporting coalitions/relationships across diverse stakeholder groups preferred, including experience with facilitation and partnership management;
  • Experience working effectively as part of a team and with colleagues of diverse backgrounds and perspectives;
  • Proven ability to think analytically, strategically and with ability to communicate and translate ideas and insights into action through coherent and viable program work;
  • Commitment to Over Zero's mission, vision, and core values;
  • Demonstrated organizational skills, and the ability to manage multiple tasks simultaneously, while meeting deadlines;
  • Facility and working knowledge and use of technology and varying digital platforms including a range of communications and project management platforms;
  • Proven self-starter, organizer and evaluator;
  • Highly organized and process oriented;
  • Excellent verbal, written, presentation, public speaking and communication skills;
  • Fluency in English;
  • Ability and willingness to travel nationally and internationally; (Attendance at regular in-person events may be required); and
  • Must have US work authorization.

  • Master's Degree in a relevant field.
  • Demonstrated knowledge of trends and dynamics of political violence in the U.S. and more broadly.

Compensation and Benefits

Salary range: The starting salary range for this position is $75,000 - $85,000, commensurate with the candidate’s relevant experience, capabilities, and skills, and in alignment with internal equity.
