The mission of the Government and Industry Affairs (GIA) department of the International Association of Drilling Contractors (IADC) is to advocate for positive federal policy outcomes, track and communicate relevant information on policy issues of concern to IADC members, and to lead DrillersPAC, IADC’s U.S. political action committee (PAC).  Position Description: Director, Government & Industry Affairs

The Director of Government and Industry Affairs manages and leads the Wash-DC office and all federal advocacy operations, develops policy and legislative goals and strategies, and coordinates press efforts and public relations efforts with the Communications team. In this role, you will be the leader in driving IADC’s U.S. government affairs agenda in Washington, DC, and will create and execute an external engagement approach that promotes member company-driven objectives through advocacy and relationship-building.

  • The Director actively engages with member companies and external stakeholders on key issues and initiatives, and regularly interacts with allied trade associations, company executives, and Members of Congress and their staff.
  • The ideal candidate knows how to seek creative legislative and regulatory solutions to business issues facing IADC member companies, and how to identify and prevent negative policy outcomes at the federal level.
  • The ideal candidate is outgoing and is comfortable with direct lobbying, as well as representing the Association and its members before key stakeholders in Washington, DC.  


 Core Responsibilities:

  • Develop and execute an advocacy strategy that appropriately addresses federal policy issues of importance to IADC, its members, and the industry at large.
  • Manage day-to-day operations in WDC and Act as treasurer of DRILLERSPAC; maintaining lobbying reports; developing and implementing PAC strategy.
  • Establish relationships with Members of Congress, staff, and regulators whose policy purview may relate to member business. Act as IADC liaison to DOE ONG SCC and other industry working groups/unity efforts. Maintain IADC’s sanctions verification program; update sanctions protocol as required.
  • Operate as a registered lobbyist at the federal level. Be the public face of IADC in WDC. Lead drafter of Congressional testimony, letters, and regulatory comments. Plan and execute annual fly-in for member companies.
  • Develop working relations and coordinate with other trade associations and industry figures. Develop and maintain technical knowledge of industry operations including rig design, drilling, petroleum geology, and key service operations.


 Required:

  • Legally authorized to work in the United States. Highly self-disciplined, motivated, ethical and professional individual.
  • BA degree in political science, business, public administration or related field.
  • Understanding of energy policy issues, specifically o/g exploration and production public policy issues.
  • Demonstrated experience as an effective communicator with excellent analytical, writing and interpersonal skills.
  • 3+ years Capitol Hill or other relevant U.S. public policy experience.


Preferred:

  • Direct oil and natural gas industry experience.
  • Capitol Hill experience with Member of Congress from Texas, Oklahoma, or other state especially relevant to the oil and gas industry.
  • Previously registered to lobby in United States.
  • Previous experience in campaign/fundraising/PAC compliance.
