The BlueGreen Alliance (BGA) seeks qualified candidates for the position of Senior Policy Advisor, Trade (SPAT). The SPAT develops, monitors, and manages the program and policy work of the BGA in international trade, in coordination with BGA partners. The SPAT will convene diverse partners on trade policy, conduct trade policy analysis, and lead BGA advocacy on legislative and administrative trade policies, including Carbon Border Adjustments (CBAs), trade agreements, tariff measures, and trade challenges to domestic policies. The SPAT will report to the Vice President of Manufacturing & Industrial Policy and will work a hybrid schedule from the Washington, D.C. area.

BGA brings together labor unions and environmental organizations—representing millions of members and supporters—around a shared agenda and enacts change by advocating at the state and federal level; providing education and engaging union members and environmentalists; and communicating the benefits of this shared agenda for working people, their families, and their communities.

 Essential Functions:

The SPAT will:

·       Spearhead BGA policy and strategy development on trade policies that impact union jobs, emissions, and economic, racial, and environmental equity;

·       Build alignment on trade policies and strategies among a diverse coalition of partner organizations;

·       Plan and implement federal legislative and administrative advocacy efforts on trade policy that unite partners and advance BGA priorities, conducting outreach to key policymakers;

·       Manage relationships and execute policy development and strategy efforts across a spectrum of policymakers, coalitions, businesses, and community groups;  

·       Conduct research on trade policy, analyze trade texts, and monitor trade policy developments;

·       Serve as a content knowledge expert on trade policy for BGA staff, partners, policymakers, and the press;

·       Develop and review public messaging and materials, including policy platforms, policy language, letters, policy memos, technical comments, white papers, reports, presentations, press, online materials, and other materials as needed;

·       Support the development of funding proposals and reports that concern trade efforts.

Requirements:

·       Five or more years of experience in policy, advocacy, labor and/or business or a combination of education and experience to exceed seven years;

·       Three or more years of experience developing policy proposals, writing educational materials, lobbying legislators, working with coalitions, and/or mobilizing key constituents;

·       Experience working on trade policy;

·       Experience working for a member of Congress, for a relevant federal agency, or with legislative and/or executive branch offices;

·       Microsoft Office and job-specific technologies. 

Preferred Qualifications:

·       Experience working on climate change, worker’s rights, job creation, and/or environmental justice;

·       Experience working with labor unions and environmental organizations;

·       Proven ability to work effectively with a diverse range of stakeholders;

·       Expertise in trade economics, trade law, and/or industrial policy.

 Knowledge, Skills & Abilities:

·       Strong analytic and strategic-thinking skills; ability to create and implement trade campaign plans;

·       Strong skills in developing mutually respectful, trusting, and effective internal and external relationships; exhibit a positive and respectful manner with colleagues, partners, and allies;

·       Self‐starter, highly motivated, detail-oriented; ability to manage multiple tasks simultaneously;

·       Ability to meet deadlines, plan efficiently, and manage competing priorities;

·       Ability to collaborate and communicate effectively with a variety of stakeholders within and outside of the organization, to include exceptional writing, interpersonal, and verbal communication skills;

·       Strong commitment to economic, racial, and environmental justice; a deep commitment to the mission of the BlueGreen Alliance.

This is a union-represented position with USW 2002-22.

Flexible schedule and occasional meetings before or after office hours.
