Summary

A detailee is an employee of the United States government agency on assignment or loan. Applicant must be a current federal employee in order to be considered. This is a non-reimbursable detail assignment and cannot exceed 180 days. If selected, a Memorandum of Understanding must be signed by your current agency and Executive Office of the President. Your supervisor and current agency must concur with the detail. This detail will not result in a promotion or permanent position.


Duties

The Defense Operations, Personnel, and Support Branch in the Office of Management and Budget (OMB) National Security Division (NSD) is seeking an analyst for a rotation/detail of 6 months (ideally starting in June, but dates are flexible). This temporary assignment would provide an opportunity to work on various policy, budget, and legislative issues as they pertain to Department of Defense (DOD) programs.


The Office of Management and Budget (OMB) is the largest component of the Executive Office of the President, located next to the White House. The Director of OMB is a member of the President's cabinet and reports directly to the President. OMB has about 550 professional and administrative staff. Due to the flat organizational structure, this role offers opportunities to directly support NSD's Associate Director of National Security Programs (NSP), equivalent to a Deputy Secretary, who oversees the Departments of Defense, State and Veterans Affairs, as well as U.S. Agency for International Development and the National Nuclear Security Administration programs, and reports directly to the Director of OMB.


This assignment will provide a unique opportunity for the detailee to work on high-visibility issues at a senior level, and interact with counterparts across the Executive Office of the President (EOP), particularly the National Security Council (NSC), DOD, and other agency representatives. Specific responsibilities will include (but are not limited to):

- Assessing the policy, resource, and legislative implications of proposals and decisions often submitted by DOD or introduced at NSC meetings;

- Tracking congressional action on the Administration's requests for appropriations and legislative authorities;

- Developing options, writing memoranda, and conducting briefings for senior OMB and EOP leadership; and

- Reviewing and approving budget justification materials, congressional testimony, and financial plans.


This position is eligible to telework, but will require the detailee to be in the office at least two days a week, and potentially more, depending on meeting and classified work requirements.


The detailee will be integrated into the EOP experience, and like career staff, will be eligible to view Marine One landings at the White House, tour the White House and West Wing with guests, and participate in other White House events.


The detailee will serve as a Program Examiner in OMB's Defense Operations, Personnel, and Support (OPS) Branch. The Program Examiner typically serves as the lead in OMB for issues and programs within their portfolio. OMB's OPS Branch oversees over $450 billion of DOD resources, including operations, maintenance, and training for the military services, Defense agencies' operations, military and civilian personnel policy, Combatant Command activities, defense support to civil authorities, security cooperation, and DOD's environmental and humanitarian programs. The detailee's portfolio covers billions in funding and includes the following funding and policy issues: Afghanistan and Pakistan, U.S. Africa Command, security cooperation, sexual assault prevention and response, and military families.
