Policy Analyst


Summary

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO). OFCIO is looking for new members of the team that are passionate about technology and making a positive impact on the lives of millions of Americans.


Duties

The Office of the Federal Chief Information Officer (OFCIO), also known as the Office of E-Government and Information Technology (E-Gov), is headed by the Federal Government's Chief Information Officer (CIO).

OFCIO is leading the Federal Government's efforts to ensure that over $120 billion in federal IT spending is well-managed and prioritized to provide a simple, seamless, and secure customer experience to the American people. We are tasked with stopping foreign intrusions into US agencies, providing expertise in digital identity and artificial intelligence, redefining security expectations for software and the cloud, and driving digital transformation across the government - all in the form of actionable policy and guidance to agencies. We focus on a set of strategic initiatives including cybersecurity, IT modernization, data as a strategic asset, and digital first customer experience.



As a POLICY ANALYST, GS-0301-14/15, your typical work assignments may include the following:


- Provides the Federal CIO, the Director of OMB, and White House officials with expert analysis and recommendations on IT spending and performance.


- Serves as an OMB subject matter expert for assigned technology policy areas such as digital identity, internet of things, artificial intelligence, IT procurement, IT financial management, technology workforce, cloud modernization, API adoption, FedRAMP, and quantum computing.


- Builds relationships directly with assigned agency CIO's, the CIO / CISO Council, and the civic tech community to enable mission delivery across the federal government - through proper oversight and support in IT best practices.


- Develops, coordinates, and shepherds policy documents and implementation guidance, such as executive orders, memorandums, and circulars through an extensive policy creation and review process, while incorporating feedback from agencies and the public.


- Leads and participates in working groups within OMB and across the federal government on improving the business of government and innovation in service delivery.


- Partners with other divisions in OMB, including Resource Management Offices and the Office of Information and Regulatory Affairs to review and promote necessary funding and rules for cybersecurity, IT modernization, and digital transformation.


- Supports agencies during all stages of the budget process - from initial guidance all the way through execution of funds - through project deep dives and portfolio reviews.


- Reviews and provides feedback on agency funding proposals submitted through the Technology Modernization Fund.


- Supports Congressional inquiries and GAO engagements, reviewing and providing technical assistance on legislative proposals, reviewing testimony, and participating in Congressional briefings.
