Summary

The Office of Federal Procurement Policy (OFPP), in the Executive Office of the President (EOP), Office of Management and Budget (OMB), is responsible for setting government-wide acquisition priorities and policies that shape the full range of Federal agency procurement practices. Established by Congress in 1974, OFPP provides overall direction for government-wide procurement practices, regulations and procedures, and promotes economy, efficiency, and effectiveness in acquisition processes.


Duties

As a Management Analyst (Policy), GS-0343-12/13, your typical work assignments may include the following:


Uses relevant analytic methods and plans to conduct and complete (independently and/or with other staff members), special analyses and studies required to support budget, legislative, and regulatory policymaking for the Federal acquisition eco-system and determine impact on operations.

Reviews current policy performance, challenges, and opportunities of Federal and nongovernment sectors to identify important material relevant to pending public policy and performance and suggests improvements in activities and policies. Renders advice and assistance in the administration of OFPP's efforts with other internal EOP activities and in communicating policies and priorities.

Translates complex concepts, findings, and limitations into concise, plain language through analysis. Closely ties findings and conclusions into the problem statement and team objectives. Creates presentations and interpretations of analysis, tailored to specific audiences, to analyze and evaluate proposed changes in acquisition data collection.

Develops comprehensive frameworks, systems and processes to coordinate acquisition data collection and sharing across CFO act agencies. Evaluates and advises on the organization, methods, and procedures of the frameworks in meeting policy goals. Responsible for tracking, compiling, and analyzing workload statistics and organizational performance measures for higher management review and decision-making.

Support the Made in America Office in reviewing procurement waivers and identify solutions to reduce the need for such waivers.

Works with other OMB offices to enhance budget formulation and execution. Coordinates the work of other staff, interns, and detailees; assumes leadership as required for in-house events as well as interagency task forces or working groups in the assigned subject area. Provides guidance and assistance, as necessary, to help achieve full implementation and benefits of procurement initiatives.
