The New York State Office of the Attorney General (OAG) is seeking a talented and motivated professional to serve as a Policy Analyst (PA) in the Office of Special Investigation (OSI). OSI investigates, and, if warranted, prosecutes offenses arising from incidents in which a police officer or peace officer causes the death of any person. The Bureau’s members are experienced felony and homicide prosecutors, legal support analysts, detective investigators and family and community liaisons. This position will be based in either New York City or Albany and report to the OSI Bureau Chief.

OSI assesses and investigates 200 or more incidents per year, from deaths in jails and prisons, including by suicide, overdose, and medical neglect, to deaths caused by gunfire, restraint, the use of conducted electrical weapons and motor vehicles. These assessments and investigations produce a wealth of information. The focus of the PA position is to leverage this information to develop policies, procedures, and legislation for systemic reforms with the goal of enhancing transparency, reducing the risk of death in encounters with law enforcement, and strengthening public trust in the criminal justice system.

Responsibilities of the Policy Analyst will include but not be limited to the following:

  • Performing quantitative and qualitative reviews and analyses of OSI’s case files and reports;
  • Drafting a variety of written documents, including policy statements, white papers, issue briefs/talking points, reports, position memos, and legislation;
  • Developing subject matter expertise in OSI’s investigations and the landscape and dynamics surrounding policing reform, criminal justice reform, and racial justice at the local, state and national levels;
  • Systematically tracking state and federal legislative agendas, including staying abreast of emerging developments and sharing this information in regular reports/briefings/presentations;
  • Coordinating with the Research & Analytics Department to apply a data-driven approach to the analysis process;
  • Collaborating with OSI attorneys and legal support staff; other legal bureaus that are engaged in related work (such as the Civil Rights Bureau and the Law Enforcement Misconduct Investigative Office); and the Legislative, Intergovernmental Affairs, and Communications teams to ensure a strategic and unified message;
  • Assisting the OSI Bureau Chief and other senior staff with preparing for presentations, meetings, and events;
  • Attending, presenting, and representing the OAG at internal and external events; and
  • Conducting other research and writing assignments as requested.

Qualifications for the Policy Analyst position include the following:

  • A minimum of five (5) years of policy, legislative, legal, and/or NYS government experience demonstrating an increasing scope of work and degree of responsibility;
  • A master’s degree, such as an MPA or MPP, or a law degree is desirable, but not required;
  • Prior work experience involving policing reform, criminal justice reform, racial justice or related areas is strongly preferred;
  • Excellent research, analytical and written communication skills, including the ability to understand and effectively convey complex legal and policy issues to a range of audiences.
  • Innovative and forward thinking with strong organization skills; prior project management experience is a plus;
  • Comfort and proficiency using technology; prior work experience using data analytics platforms/tools is also a plus;
  • Capable of working well independently and in multidisciplinary teams, including the ability to self-manage time/deadlines and conflicting priorities.

The annual salary for this position is $72,996 - $80,165 + location pay, if applicable. The final salary will be determined after a complete evaluation of the selected candidate’s qualifications.
