As the leading global association of mutual funds, ETFs, and other regulated funds, the mission of the Investment Company Institute (ICI) is to strengthen the foundation of the asset management industry for the ultimate benefit of the long-term individual investor. 

As a member of the Government Affairs department reporting to the Chief Government Affairs Officer, the Director, Financial Services is responsible for assisting in the development and implementation of legislative strategies primarily before, but not limited to, the Senate Banking and House Financial Services Committees and the Administration with emphasis on financial services issues affecting the Institute and its members. This position requires strong personal relationships with members and staff on these committees and within the leadership of the Senate and House; strong committee contact is essential.

Essential functions of this role include:

  • Monitors public policy developments and advises senior management on all matters relating to financial services issues, as well as federal legislation and public policy issues of concern to the Institute and its membership.
  • Represents ICI and its member companies before Congress as appropriate.
  • Participates in the development of the Institute’s legislative goals and strategy.
  • Evaluates pending legislation that may have impact on Institute members. In consultation with senior management, this includes developing recommendations and preparing communications for members and senior management.
  • Establishes and maintains a political network within the Administration and on Capitol Hill with an emphasis on the Senate Banking Committee and House Financial Services Committee.
  • Maintains excellent communications and working relationships with Washington representatives of ICI member companies and works collaboratively to advance ICI’s legislative agenda and secure its objectives. 
  • Assists in managing use of the Institute’s outside lobbyists, to advance the Institute’s legislative agenda and strategy in the tax area.  
  • Maintains informal relationships with staff of other organizations and with lobbyists sharing legislative interests in common with the Institute and, where appropriate, coordinates joint efforts.
  • Participates in and assists with the planning and coordination of ICI conferences, committee meetings, and other members’ meetings as appropriate. 
  • Participates in and, as appropriate, assists in organizing political events such as fundraisers, and otherwise helps assure the effectiveness of the Institute’s political programs including ICI PAC.
  • Develops and maintains close and highly effective working relationships with staff in other ICI departments, through teamwork and regular collaboration. 


 If you have the following credentials, we encourage you to apply:

  • Undergraduate degree in related field required; JD or other relevant graduate degree preferred. 
  • Minimum of 5 - 7 years experience as a Washington Representative, senior Congressional leadership or committee staffer, or in a position of responsibility within the Administration, or an equivalent combination of related education and experience. 
  • Experience working with Members of Congress and their staffs, specifically on financial services issues, with strong bi-partisan contacts on Senate Banking and House Financial Services Committees. 
  • Thorough understanding of the legislative process, including an understanding of the roles and decision-making processes of the Executive Agencies, Senate, and House of Representatives with a proven record of accomplishment in advancing important issues through the legislative process.
  • Advanced people skills, including ability to work in and be a part of an action-oriented work environment, a keen sense of protocol, and the ability to work comfortably and effectively with government officials.
  • Experience in working with and managing other professionals, i.e., staff of the Institute’s member companies, senior-level corporate executives and administrative staff.
  • Demonstrated capacity to work collaboratively and effectively with a team of lobbying, legal, research and strategic communications professionals.
  • Ability to persuasively communicate complex concepts and programs at the highest level of government and business.
  • Ability to exercise discretion and independent judgment in the performance of assigned responsibilities.
