ASSOCIATE LEGAL OFFICER (Temporary Job Opening) [Temporary] -

This position is located in the Treaty Section of the Office of Legal Affairs. The incumbent will report to the Legal Officer in charge of the Legal Unit of the Treaty Section.

Responsibilities

Within delegated authority, the Associate Legal Officer may be responsible for the following duties:

Handles a range of issues related to public international law, including the depositary functions of the Secretary-General under multilateral treaties, the registration of treaties under Article 102 of the Charter, the interpretation and application of international legal instruments, in consultation with senior Legal Officers.

Conducts extensive legal research and analysis and prepare studies, comparative studies, briefs, reports and correspondence.

Undertakes review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc.

Assists in the preparation of drafts of background papers, studies, reports, legislative texts and commentaries on those texts, teaching materials in the field of public international law, particularly in the area of the law of treaties.

Assists in the preparation of legal opinions/advice on a wide range of public international law issues, particularly in the area of treaty law and practice.

Assists senior colleagues in servicing diplomatic meetings and ceremonies (including the annual Treaty Event), including preparation of background materials.

Assists in the administration of programmes of legal technical assistance.

Assists with the preparation of public international law seminars and symposia.

Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent degree) in international law is required. A first-level university degree in law in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree in law, without experience, will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of experience in law, including legal analysis, research and writing is required. Experience in public international law, notably in the area of the law of treaties is desirable. Experience in the United Nations or another international organization is desirable. Experience with electronic document management systems is also desirable.

No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination, United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Languages

English and French are the working languages of the United Nations. For this position, fluency in English is required. Knowledge of French is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available as soon as possible through 31 December 2018. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
