H&R Block’s Government Relations team, based in Washington, DC, develops and manages the company’s Federal and State public policy. It does so by coordinating with internal stakeholders to both assess governmental risk and opportunity and determine the company’s position on key policy. The team is comprised of nine members, including Federal and state Democratic and Republican lobbyists, public affairs, advocacy, and office support. In addition, the department retains external lobbying and public affairs support.

JOB SUMMARY

Manage and continue to grow both H&R Block’s Political Action Committee, BlockPAC, and its grassroots advocacy program, Block Brigade. In this capacity, the person will initiate, plan, execute, and metric all PAC and grassroots projects (annual and individual), involving multiple divisions, processes, and technology components. He or she will align project requirements and deliverables with the strategic and tactical goals of Government Relations and the company.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Own overall responsibility for the success of BlockPAC and Block Brigade.

Define project objectives and deliverables.

Prepare and execute plans, including but not limited to:

Annual company fly-in(s) to Washington, DC

Annual PAC fundraising campaigns, member activities and benefits, compliance, and vendor management

Government Relations participation in the annual retail and franchise conventions

Biweekly newsletters and other communications to advocates

Letter writing activations at the federal and state levels

In-district events and visits to headquarters by elected officials

Communicate directly with company leadership and franchisees.

Measure and analyze quantifiable data and use for future planning.

Other duties as assigned

QUALIFICATIONS

Education / Experience Requirements

Bachelor's degree

Five years’ experience either raising money on a political campaign or doing grassroots advocacy (political or corporate)

Demonstrated decision-making, analytical, and problem-solving abilities.

Track record of establishing priorities and meeting deadlines.

Detail-oriented

Effective written and oral presentation and persuasion skills. Ability to communicate with all levels of internal associates, external vendors, and business partners.

Ability to work effectively as part of a team.

Effective supervisory skills.

Proficiency with Microsoft Office software and project planning tools.

Knowledge of grassroots fundraising software platforms (i.e. Aristotle) a plus.
