Main purpose of job:

The British Embassy is looking for a dynamic and capable Programme Manager to manage the programme of UK policy, trade, investment and knowledge exchange projects across the US, with a focus on projects that are related to Energy and Environmental Policy. This temporary role within a small programme management team at the Embassy has become available due to maternity leave.

The programme management team responsible for the US Prosperity Programme Fund is part of the Global and Economic Policy Group (GEPG), which one of the most varied and fast-paced departments in the Embassy. GEPG is responsible for the UK government?s work in the US on economic, financial and social policy; trade and business issues; energy and environmental security; transport, science, innovation and research.

This role offers an exciting and challenging opportunity to lead high-profile activities and work with a diverse range of internal and external stakeholders in the US and in the UK. The Programme Manager will work closely with other teams at the Embassy, particularly Energy and Environmental Policy, US network communications, British Defence Staff, and the Department for International Trade, as well as colleagues at Consulates across the US.

This is a full time position for a maximum 6-month fixed term ending 31 March 2019.

Roles and responsibilities:

- Initiate, plan, execute, control, monitor and evaluate projects based on the objectives of the US Prosperity Programme Fund, with a focus on Energy and Environmental Policy.

- Subject to the needs of a project, provide hands-on delivery support to the internal project team and any external implementation partners.

- Work closely with policy and commercial teams across the US to ensure projects deliver results/outcomes on time and on budget that contribute toward the objectives of the US Prosperity Programme Fund.

- Develop and maintain relationships with key internal UK and US stakeholders that add value to the programme

- Manage programme execution in compliance with FCO governance for programme management, finance and procurement as well as internal and external audit requirements.

- Contribute to the development of project proposals.

- Lead on measurement, analysis and reporting of the impact that programme activity is having on relevant prosperity objectives and act as the main point of contact for projects in these areas.

- Demonstrate excellence in programme management, contributing best practice to: mitigation strategies for risks; stakeholder management; control, monitoring and evaluation mechanisms; financial and procurement processes; impact reporting.

Essential qualifications, skills and experience

Essential on arrival:

- A minimum of 5-6 years relevant experience, with experience in project and/or programme management

- A minimum of a bachelor's degree is required

- Demonstrated experience in project management, delivery and evaluation and experience managing large budgets

- Proven self-starter with the ability to drive the delivery of measurable outcomes/results and overcome obstacles especially when working with and through others

- Attention to detail, strong judgment, problem-solving abilities, service delivery, and good communication skills (both written and oral)

- Recognised ability to represent your organisation at a senior-level and build effective networks outside your organisation

Desirable qualifications, skills and experience

Desirable:

- Professional project or programme management certification

- Experience of delivering work related to Energy and Environmental Policy issues

- Experience of delivering work related to trade and market access barriers

- Event management experience

On occasion the job holder will be required to: support events outside of normal working hours; travel over a weekend to support a project activity; be away from home a night/number of nights to support a project activity
