Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law; advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and provides information and reference services to the public.

The Office of Public Information and Education is responsible for providing information to the public and to the copyright community regarding U.S. copyright law and Copyright Office services. Staff of the Office of Public Information and Education respond to inquiries from the public, create and distribute Copyright Office publications, plan and execute a variety of educational activities, engage in outreach with diverse audiences via social media, and maintain the Copyright Office’s website.

The position is Outreach and Education Manager and reports to the Associate Register and Director of the Program for Public Information and Education. The Manager oversees and directs the Outreach and Education Section, which has responsibility for the development, implementation, and management of all programs and efforts directed to audiences external to the Copyright Office, including the general public, specialized audiences, students, and political and executive branch officials.

While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office materials.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flexitime work schedule.

This is a supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Responsibilities

Engages in long-range management plans for efficient and effective program/project implementation and administration. Prepares detailed plans, goals, objectives, requirements, and criteria for complex or costly management processes and systems. Provides guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Makes authoritative recommendations to resolve, implement, or manage program or policy issues.

Develops the communications and public relations strategy, and oversees the day-to-day operation of the entire Copyright Office communications and social media program. Develops or approves information concepts or content designed to inform, educate, and persuade the general public, specialized groups, members of Congress, private sector leaders, and/or media representatives of the Copyright Office’s work. Oversees internal and external communications projects and strategies, utilizing critical judgment in determining the scope, emphasis, approach, techniques, and manner of presentation of communications. Formulates the goals and objectives of the communications effort and identifies opportunities for improvements in methods and procedures. Anticipates communications needs, requirements, problems, opportunities, developments, and trends to ensure new or revised communications efforts are planned and integrated with current programs and priorities.

Continuously analyzes communications program status and accomplishments, develops benchmarking and effectiveness measurement criteria, determines milestones and targets, and recommends short- and long-range strategies and solutions to achieve desired outcomes consistent with the Copyright Office’s goals and objectives.

Drawing upon an expert knowledge of writing, editing, and communications strategies and an authoritative knowledge of the Copyright Office’s mission, priorities, and communication goals and objectives, serves as a principal advisor to the Register of Copyrights and Copyright Office management on communications policies and protocol and as a consultant to Copyright Office managers on the planning, development, and execution of complex, controversial, and/or sensitive communications projects and strategies, including social media strategies. Conducts research to determine the target audience for communications and prepares/reviews speeches, talking points, briefing materials, reports, testimony, memoranda, letters, articles, e-mail updates and alerts, and other official communications as required.

Leads efforts to develop and promote Copyright Office activities using marketing and public relations/outreach methodology. Produces comprehensive communications materials to promote the Copyright Office and its mission and services, including press releases, blog posts, fact sheets, pitch notes, social media, feature articles, and other outreach materials.

Collaborates when necessary with the Library of Congress Public Affairs Office and Development Office in developing, shaping, and implementing such outreach efforts. Recommends and formulates the Copyright Office’s position regarding difficult and complex public outreach challenges. Provides advice and consultation, as a technical expert and recognized authority in the field, on a wide range of outreach issues.

Works with the Congressional Relations Office (CRO) to ensure that Members of Congress and congressional staff are aware of the Copyright Office’s functions and events. Develops strategies with CRO to promote congressional attendance and knowledge of Copyright Office initiatives.

Tracks and reviews media coverage of the Copyright Office in print, electronic, and social media and evaluates coverage to identify opportunities for enhancement, clarification, or correction.

Leads efforts to develop and promote Copyright Office activities. Recommends and formulates the Copyright Office’s position regarding difficult and complex public outreach challenges. Collaborates with senior management in the development and implementation of outreach strategies, concepts, and policies. Develops and implements a unified Copyright Office social media strategy. Keeps abreast of new and innovative practices, tools, and techniques to keep the public informed of Copyright Office news, information and policies.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes workers’ performance; and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system.
