About the Position:

We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial. We are looking for talented and enthusiastic individuals to join the US SOUTHCOM team.

Responsibilities

Serves as legislative liaison, strategist and analyst.

Provides advice to senior leadership on issues of Congressional interest, assists in preparing leadership to engage with Members of Congress and their staff, and to deliver testimony and information briefings.

Tracks Congressional budget actions and conducts analysis of legislation at all stages to assess their impact on USSOUTHCOM programs.

Analyzes the commands programs, plans, and current problems to determine specific areas where Congressional interest may have favorable or unfavorable impact on USSOUTHCOM.

Assists in the development of responses to formal and informal inquiries from Members of Congress and their staffs. Prepares various written reports and makes presentations at meetings and conferences.

Serves as a staff officer responsible for researching, identifying, recommending and conducting outreach to other organizations, both within and outside of the Executive Branch, to advance USSOUTHCOM's strategic goals.

Coordinates and synchronizes USSOUTHCOM activities with interagency efforts.

Works with USSOUTHCOM staff and government agencies in the Washington DC area to ensure a common understanding of each other's capabilities, limitations, and intentions.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Position is designated Critical-Sensitive (3) requiring a TOP SECRET security clearance. Incumbent must obtain and maintain a TOP SECRET security clearance and access to Sensitive Compartmented Information (SCI).

This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.

THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This position will be filled on a TERM basis, not to exceed 3 years. This TERM appointment MAY be extended to the maximum period allowed by law without further competition (up to a maximum of six years).

This position is an obligated position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience as a legislative professional, assisting in the development and execution of a congressional engagement plan that effectively supports the organization's priorities and goals; providing advice to senior leadership on issues of Congressional interest, assisting in preparing leadership to engage with Members of Congress and their staff; tracking Congressional budget actions and conducting analysis of legislation at all stages to assess their impact on organization's programs; distilling and disseminating key information to organization's staff and component staffs and assisting in the development of strategies to overcome legislative obstacles; analyzing the commands programs, plans, and current problems to determine specific areas where Congressional interest may have favorable or unfavorable impact on organization; and assisting in the development of responses to formal and informal inquiries from Members of Congress and their staffs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Two year trial/probationary period may be required.

Direct deposit of pay is required.
